Mulling things through:
Engineer vs Magus:
Engineer has Pierce Defenses, and so does Shadow Warrior. mkay.
But if the tooltips are correct, Engineer has another advantage: signal flare gives -5% dodge AND block.
Withered Soul 'only' gives -5% interrupt.
How about, asymmetric buffing:
Shift the effect to Baleful Transmogrification (has no cooldown), and make it give -10% disrupt & block?
No AoE capability, worse than PD, better than Signal Flare; doesn't require a tactic slot; and unlike Withered Soul (& signal flare), there's no cooldown, so you can apply it every time you target swap.

I still think a bunch of Magus tactic deserve to be looked at for how many affect Flickering Red Fire / Surging Violet Fire; vs the 'main' spells, like Blue Flame, Bolt of Change, Indigo Fire, Firestorm, and any of the spells inside Daemonology besides Infernal Blast...

A better solution would be to redesign exploding arrer ability for SH. Currently, it is an ornamental point on mastery tree that no SH uses. Make it a spammable or channeling aoe ability, or redesign the tactic to something else (thanks to previous nerfs there are many tactics not used by SHs anymore) and give exploding arrer PD debuff.

Lots o'Arrers seems like a perfect candidate to be turned into aoe with a tactic. It's a channeled cast that requires line of sight for whole duration. Which means, if you wanna do damage - you'll be vulnerable to damage as well. SWs could be given same treatment tbh. BHA ninjas no more.
