I don't think changing gear is usefull. Informing player could be a thing, but there is a lot of guides already.
As scroll are not a thing anymore, maybe find a way to up RR quickly can be a thing.
For exemple, better potion if there RR is too much below CR.
I think more RR and less XP in SC is a good solution

i miss xp scrolls, lvling purely with SCs no PVE i've missed requirements for anni before if i had enough days of rested xp, it's awful. what massive power gap was 15/20 extra rr causing really? i never understood their removal

Re-introducing gear in the RvR bags is the solution here, there is no need to gatekeep lower tier pvp gear or making pve is the best way to get ToK unlocks, it should be an option not the best way, currency merge was ok but not complete, certain sets are way too overpriced aka. Invader, change the currency required for Subjugator/Genesis to War Crests as well, literally no point having another currency for the same activities, let lowbies catchup, thanks. We dont need exp reduction scrolls with better/smoother gearing process for older sets.
