Currently this is an expensive utility that precludes you from running the meta FS3 + Crit 3 in renown, and means you are never likely to hit M3 / M4 in a protracted fight. It's already a niche pick, but if you don't have something to keep up with MDPS root break + charge you are often just watching the fight not participating in it. For 25 RRs this skill should be stronger to warrant people wanting to spend on this instead of just pure combat stats

Don't run from fights is your solution. Those RR point are better spent somewhere else.
