get rid of slow mounts and fix war report for T2-T3

I am not sure why the slow mount for T2-T3 players is still a thing? No one cares about 100g in the end, so why keep this pointless gold sink? Get rid of the 10g mount, make the 100g mount 10g and decrease its level to 16. A 10% slower mount in RvR is a liability to your warband and makes you the slow minnow, which always gets eaten. I get why we have to jump straight to T4 from T1, but why make lower levels suffer for it? There used to be a world click quest where you could get a mount token so you can atleast skip this pain, but that was removed.

Also fix war report for these tiers, at best you can see some PQ running somewhere when you open war report, not the options you see at level 40, which means when your warband war reports you gotta make at least 2 jumps, which while not the end of the world is again a liability to a fast moving warband.
