My humble opinion is it is time to get rid of the Menace agroo tactic.
Agroo should be a simple on/off button on every single tank.
It is annoying when you fight a keep lord and none of the tank has menace, then you have to get out of combat, equip then start building agroo...it is honestly silly at best.
Think about it this way, lets say you are a healer but you need a special tactic to be able to heal the damage caused by mobs, because normally you are only able to heal dmg done by players... sounds silly right?!
So please add an agroo button, making tanks more usefull to hold agroo in RvR, and tanks would be giving more support or be more defensive in PvE (then get rid of menace.)

Yes, Menace tactics add nothing to PvE, saving the loss of one useful tactic slot...
Double aggro generation should be baseline on/off skill for every tank, then they could finally make use of 4 useful tactic slots in dungeon.
It cannot be a base double aggro for everyone because main tank and off-tank should not get the same aggro (and off-tank WILL get aggro which is not always wanted).
But taxing 25% of tactic slot for the least fun and rewarding task of PvE instances should be removed from the game if you want the role to be remotely appealing for people.

how about asking DPS players to tax 25% of their tactic slots in order to be able to do dmg in PVE, same goes for healers

You already have an aggro button. But you do not want to take the 3 seconds of thought and action to use it.

For the same reason dps needs a main stat tactic. STR for mdps, BAL for ranged, INT for magic, WILL for heal. This is more of an argument for removing PvE (keep lords) from RvR, not removing tactics from pve.

Healer patch removed tactic about lowering aggro generation, dps was in wierd place where some has such tactics. Current state - only tanks has this. Wierd to not remove it from tanks, when it is gone to others.

Dps tactics still here, at least BW Sorc, probably rework at rDPS patch, mDPS patch reworked -25% to aggro to -25% to taunt-detaunt effectiveness

Another thing I'd like to mention this is also a huge help for PVE 2h off tanks, who sometimes need to be able to switch to generate aggro but most of the time they want to slot 4 dps tactics. Same goes for contribution, quality of life for the game in general.
You should not have to sacrefice a tactic slot to be able to do your core job. Which you cannot do unless you slot "menace".

As a Blurring Shock addict, I can get behind the removal of the tactic, as 2H SM are often at the top of threat in general.
