That WH and WE need to spec into their only gap closer really hurts potential build diversity. It's a completely required ability, your only way to get the sort of speed boost that other melee have baseline, so every build takes it. Then the fact that you have to take it already makes builds that don't invest further into the tree that it's in inefficient, or downright unviable in some cases.
I believe it'd foster a lot more experimentation and potentially enable some different builds (like exit wound WH) if these abilities were instead baseline. It could also be replaced with something interesting that could shake things up as well.
The elixir/shroud (or w/e its called for WH) system is very limiting too since it's 3 abilities that all share a cd, and the gap closer is obviously going to be the dominant choice in that situation. The opportunity cost using the other 2 options over it is immense, since it means that if you lose melee range you will be kited without recourse. So maybe it could do with a rework as well.

They are not a gap closer. They can be used that way but that is not their main purpose and no they should not be baseline. I love them, its so much fun to use and I absuletely feel they should be removed from the game as there should be no instant stealth in the game.

There must be this or other proper escape card. Or two assuming lack of defences. The class is already of the hardest to play.
I do agree it should be moved from mastery tree to basic ability. Dunno about WE, but most WHs are locked with 10 points in Confession and 6 poits in Judgement tree investment when planning builds. So more than 50% of all points are already locked

What are you writing? what? we/wh have Agile Escape/Declare Anathem for escape, was that way on live and worked just fine, the instant stealth needs to go.

Wh/We shouldnt have Charge at all. Instant Stealth that ignores GCD therefore is better used charge than Normal Mdps gets who dont have Stealth. RoR added this ability and they are great skills, a little bit too great. Change Charge aspect only last 1sec so its kind of a dash forward and 3sec Insta stealth off GCD, But dont make it invoke Other Shroud/Elixir cooldown.
This 50% Charge for 7s is the reason why We/Wh can pick and choose their fights too easily. Stealth used to be 30s duration/cooldown so you needed to be a bit more clever with it and nobody ever expected we/wh getting any kind of charge In Warhammer Online Live.

I actually enjoy WH/WE instant stealth being both escape AND engage/catch up tool at the same time. Makes you think 2 steps ahead before pressing button. Good skill design right here.
