Aka those that kill 99% of their opponents quickly and regularly, and utilise the best skills per class to achieve this success. If you're using trial by pain as a witch hunter, then you need to rethink your life.

Those who excel at their classes in multiple settings. RvR, SCs, and 1v1. As to WH I sincerely think a buff to dragon Gun and a tweak to the aoe razor strike tatic would make all of their specs viable. My suggestion to those ends would be a damage increase to dragon Gun of about 15-20% and an increase of the targets aoe razor could hit from 3 to 4.

Remove AP cost and have it return AP over the course of the channel with a base of say 20 per accusation. So a 1 accusation TbP would return 20 AP over 3 seconds, 5 accusation TbP would return 100 AP over 3 seconds and so on.
I think a simple decrease in the length of the channel, compressing the damage, and 1 extra bullet proc would make it bar worthy

Trial by pain needs some kind of utility attached to it otherwise it will just inferior to absolution unless you make it OP. It needs to have some kind of niche use that will make it usable in certain situations, or in certain builds.

An example I can come up with on the spot, maybe on each class every hit has a chance to remove a positive effect from the target, or turn it into a ranged snare like withering heat, or maybe while channeling you are invulnerable to damage from that target, etc...

Dont bundle it all together, bullet point it :p

I like the channeled snare concept, especially since the class lacks access to a real snare and the blessed bullets of confession were originally a snare and dot component and it has utility both in catching and escaping. The invulnerable one I could see having some massive issues though
Only issue here is if WHs get a melee snare, WEs need it mirrored
