that might be true and i probably didn't give him the credit/respect he probably deserves (idk) but on the other hand you have him saying:
As nydig said "if they don't fix this before T4, witch elves with IP and WB will be absolutely broken"
which totally discredits him imho.

I don't really get why there is even an discussion when there is clear evidence that the current implementation is wrong.
It is not a nerf when it never was like that. It simply a bug fix.

but how do we know that it was working correctly on live? there is as others have pointed out

nothing in the tooltip that shows that how it worked on live is how its supposed to be

furthermore the trade off here is that modifiers dont work on it so all things considered its fair

because the procc mechanic on all proccs was different on live, having an icd which is not the case for RoR - so it would affect every other procc as well.
f.e. i can get pack assault to procc multiple times in a global on WL- perfect example :it proccs 4 times due to CS, 2 times due to pet and my AA and then 2 more times due to FaC and then there's brutal pounce and leonine frenzy as well.
But as i said it's the same for all other proccs as well - DoK can get off multiple CoC/CoV proccs in a global as well due to skill, devour essence and then double AA, just to name a few examples.

ok and in that process, we will nerf WL pounce since it does not work like it did on live, every proc like CoC, CoV, FT and we're making all tactics such as JE, LF and multiple more with an DMG proc useless since they were nerfed and not able to crit on live. procs in general do work different if you compare them to live but there is nothing gamebreaking and changing 1 proc would require to change all of them. the system how we have it is way more usefull and do make a lot of classes/specs more viable than they were on live. "nerfing" it back to the state of the live game would be dumb at all and affect every class who provides procs.

But you being oblivious to how it worked and trying to tell everyone they are wrong doesnt?

This sounds way too OP for witch elf to have. I say we re-introduce slayer auto-attack speed increase whenever lotd comes around instead and nerf witchbrew. Just to be fair.

Edit: In all seriousness ICD would be in place for it.

Theres is a bugtracker for exactly this reason. If you think that all those things are implemented wrongly, go there and get it fixed.
This is alpha state and not everyone knows every single class mechanic in and out. - So implementations may vary or are done the exact way the ability states.
The correct implementation however greatly relies on people reporting it and providing evidence.
