You want to disallow people from trying to win scenarios, essentially.
The most simple of solutions has been echoed several times: get a group and play with them. Scenarios are NOT for solo players - as has been mentioned several times, and has been indicative in the recent changes RoR has implemented in scenarios.
If you want a solo experience, either roam the lakes or play a FPS.
Big difference between inability and not wanting to, I find solo queuing far more fun vs non-premades. And if you want group combat, with competitive play, why don't you go play DOTA 2 or CSGO. And this is not disallowing anyone from winning, it merely makes both teams have a random probability of winning instead of having premades which wipe the floor with pubbies. And if scenarios are not for solo players why is there an ability to queue solo? I'll tell you why because it is a method for people to quickly get into PVP without needing to go to RVR lakes and for people who prefer smaller engagements rather than 50v50 warband fights.

Not alone, with random people not in premade groups. And I've played the Witcher 3 on hardest difficulty and newgame+

. And I don't doubt it, but for people who don't want premade groups, premades just ruin the gameplay experience for them.
