Can't change Graphics quality

Hello. I downloaded client through torrent. My OS is Win10. Any changes in graphic options does not applying except resolution and windowed\fullscreen mode. Tried this with running game as administrator and deactivating antivirus but didn't work. What do I need to do?

Did you hit the OK and then Apply button for the new setting? Have no problems on WIn 10 myself.
(might sound lame, but thing like this happen to me time to time)

Check if your config file or RoR folder is read-only.

Looks like RoR folder always have read-only files because tick in "read-only" box always returning.
Am I correct that config file is located in "user" folder? If so, then it isn't read-only.
