You can play MDPS if you want to, as said above. Its not like game has total of 72 spec, out of which only ~12 are tank-heal ones, and the others are dps/dps hybrid-ish, esp. in the lines of recent Duelist dps oriented gear for tanks and healers.

First of all
any work in progress forward to overall balance is very much appriciated (towars ORVR !!!)
But in all honesty leave the sc as it was
All arguments about roll Heal roll Tank are just out of anything near to user friendly
Can win WO all of it surely not against a decent premade decent 3 men which will allwys make the diference.
Biggest +++++ for RoR were the insta pops of sc
Dont screw it guys
Due to ppl that cant loose a scenario

The game has never been balanced and probably never be. Too many very OP abilities that shouldn't exist. Actually, everything is crazy, guard + taunt damage reduction, aoe damage, aoe heal, heal debuffs(yes, these 50% debuffs), burst, etc. You can't balance it.

I play as dps class ( WH, WL) all time and very like scenarios. Last time was unreal play as DPS, because sc pops one in 30 min in Primetime ( 900+ player online)
You make new sc system popping and it has become unbearable for me. You know that dps classes more then other. you take into account this fact?
Ok, and second moment: you wrote that new model of scenario suggests balance for group: 1-2 healers and 1-2 tanks for one group. So how this model works actually : plz see link

Go into LFG, go "Looking for a token healer/tank so I can get into scenarios, you can log off and leave afterwards. Thank you" and then you might get a golden ticket into scenarios in your group, queue and profit.
Edit: And healers can advertise on trade channel. "Selling scenario tickets. 50 silver a pop!"

Everytime i see those rDD squishies standing around, incapable to kite/pre-kite, incapable to assist, nuking their AP into the ether, i could scream...more healers won't really help here. Just my observations ofc...
No one ever can fix this, except the players themselves.
