You can scav a lvl1 mob with skill 400 and receive lvl1 mats. You can scav a lvl 40 mob with skill 1 and receive a lvl1 mat...
Edit: or rather say 5 lvls of a mob equal a step of 25 in mats

As a healer you are dependant on your DPS to get the sh*t done.
