Ruinmender Items?

Can someone tell me some information about these purple quality items?
I saw some of them for Warrior Priest on the Auction House
Ruinmender Captain's Hat
Ruinmender Colonel's Mantel

They can be bought from a vendor of Craft Supplies in Altdorf. Some smartarse has put them on the Auction House to be a funny guy.

It might be a test vendor. I'm not really sure.

I think these are very old items, as the vendor has only gear for BW, WH and WP but no KOTBS.
The KOTBS was not in the game at the beginning, which makes me think these items are from the first days or even the beta. Also there are no items for the dwarf or elf races, maybe because they planned to implement the vendor for them in the dwarven/elven cities.
The items would be probably totally op in T2, because they all have 2-3 talisman slots.

Looking at the item symbols, i would guess they have the textures from the items of the T4 PvE city instances.

About destru i don't know and i would bet, that the devs remove the items including every item the players bought

Theres nothing rly wrong with these items tho,they're just for higher levels
