PUG scenarios are great, no matter what anyone says there is no reason a premade 6 man sitting in vent/TS should ever go against 6 randoms in any game.
I could write a novel, but essentially the problem we have here is we don't have enough population to support separate ques. Doing so now would punish players who group together, and hurt the hardcore playerbase tremendously.
While separate ques won't solve all the problems, it does completely eliminate a factor that does often come into play when you are solo queuing. It's a step forward and one that shouldn't be avoided because "well they will still complain about X anyways".
The other problems being proper group compositions coming together for randoms, which is not an insolvable problem. But again the solution isn't a perfect one either. Randoms have bad communication, and play at different skill levels. Having in game VOIP, and an MMR/ELO system can help that... but again it's not perfect but each step brings the whole things closer to a perfect system.
And no I'm not so delusional that I think any of this stuff will ever happen for WAR, just using examples.
