As stated several times, there is absolutely no need to buy a cloak for 20 gold. Those few stat point don't make a good player. I have several alts and none of them has a cloak. Helm + shoulder don't cost very much on the ah.
Some are high available and some are rarer, because not every item for every class has the same drop chance.

Cloak = 6 Str = (6/5) * 1.5 additional points of ability damage for melee strikes = 1.8 damage. They're **** from a statistical point of view and a perfect example of how scarcity dramatically increases price even for worthless cosmetics.

I don't think you can buy those three items. I've only seen cloaks on auction for astonishing amounts of money. As for a helmet, there's a mob in the Dwarf/Orc RvR which drops blue ones, but there's almost always someone farming it. I don't know where to get shoulders either, probably random drop.

of course you can't buy them but my pre poster said something about "buy items from vendor, there are enough" which i think it's not enough to just have vendor items. only with helmet shoulders and cloak you got the maximun dmg/heal putout.
