Just to confirm what Elven said.

You can scavenge mobs of any level, however you will only receive mats based on (which ever is lower):
Your scavenging level
The level of the mob

Example 1:
You kill a level 40 mob, but your scavenging level is 1 = you receive level 1 mat.

Example 2:
You kill a level 20 mob, but your scavenging level is 200 = you receive a level 100 mat (applicable to a level 20 mob)
