Go to the library/lyceum and pick up the item from the appropriate vendor.

Kill the gnoblars here, until you get a Gnoblar's Shiny Bits.

It's so hard to get there, from destruction pov, the place is surrounded by 3 order warcamp, I can't find the path, plus you need to cross some bridges, and some are hard to find because of the different stairs in the mountains...

does the melee haste from oathstone actually work?

Yes. It stacks additively with AA haste tactics. My DoK has 65% AA haste with the oathstones and Khaine's Blessing tactic.
