Not sure what you mean. You can always Flee+ AP pot. Its just sometimes I am out of pot in bag, but i have some in bank, so it may look like I cant use em.

Easiest gear setup for fresh 40s is Shadowgurke's setup : 3 pieces ruin (i like boots, chest, helm) and 2 mercenary (shoulders, gloves), them particular pieces I like cause they all have wounds. Then use Winds Impervious PvE jewelry set to cap your resist and give more armor. Cloak, belt and last jewel you can mess around with. Personally though, I also enjoy running full Annihilator to stack more parry and get 1 free mastery point.

You could on AoR yeah, but I believe the intention at one point was to make it so you couldn't here as it's a pretty cheesy tactic.

Well, cheesy, I don't know, it's the only way to disengage for some range class (root-flee-AP pot), but then again, it is the only way to catch some range class as melee, using it as some kind of charge. So i guess it balances out in the end. Its not like AP pot are expensive or hard to get.

I think it's pretty clear from Flee's tooltip that it was meant as an escape ability to be used in an 'emergency', not so that AMs/shammies can happily use it with AP drain and every other class gets an ~85% effective (speed-wise) 'Charge!'

Ranged don't usually need to use AP pots after fleeing if they only want to disengage, it's generally so they can get out of melee and then keep attacking (why should they be able to?) Ranged in general should be punished for not pre-kiting/kiting imo, and it's only really sorcs/BWs (moreso sorcs) that have issues here - don't see a problem with that given that they're supposed to be the squishiest classes. Finally, RD and QE (if implemented) are/were available to be invested in (assume Odjira won't be on RoR).

As for melee:
-2/3 mdps have charge; 1 has stealth.
-Tanks aren't supposed to be that mobile, they should be vulnerable to kiters.

It generally only helps soloers, and counteracts the inherent weaknesses of certain classes (lack of tank mobility; difficulty of catching up with someone if they manage to get out of melee after you unstealth on WH/WE). This is particularly annoying as there are other ways for some classes to get round it if they're willing to sacrific sth else, say, a tac (e.g., Swift Pursuit for WEs, speed proc on disrupt for IB/BG etc etc). That's why I consider it cheesy.
