Way To Stop XRealmers - Good Suggestion

I propose the following solution to people switching chars in RvR just to join the winning side.

-24-48 hour cooldown on switching to order or destro
-rank 40 characters that have entered RVR at least once - are then flagged and the cooldown starts
-any char under 40 rank is then able to be played Cross realm

please let me know what you guys think of this proposed solution.
