I would say most players do care about 1v1. I am not saying that game should be balanced around 1v1 (it should not) but to say noone care about it - it's most likely oppisite of actual situation :)

If a WE opens on you, you're dead. There is no solution. There is no build that allows you to survive a WE. Heavily speccing against WEs will only yield you about a 20% chance of winning a fight. As in 1 out of 5 there will be an actual chance, the rest you'll bet btfo. This is reasonable, as WE need to counter rdps effectively. The only unreasonable part, in my opinion, is that whirling pin does not always throw WE out of stealth - it's a great feat of skill and risk to use whirling pin when you feel the WE is stealthed next to you and opens the fight up nicely, but half the time I time it properly and DO jump away, they stay stealthed. I feel that whirling pin should be able to take a WE out of stealth and give you the edge, especially since the destro mirror (sort of), squigs, can sometimes have their squig take the WH out of stealth and start the fight that way.

If a tank snares you, you cannot escape.

If you decide to specc into armor talis and pop an armor potion tank damage will usually completely fizzle out and when you're in assault stance you'll be able to tank them for ages. It's reccomended to get at least 1 or 2 good epic armor talis, which double in assault stance - 2 150ish talis end up giving you 600 armor, with a pot thats 1200 so you should reach a nice 3200ish armor in assault stance, which is practically tank tier. Unfortunately then you HAVE to run with a ballistic skill pot and your melee power will suffer, because gear doesnt give enough BS to turn into strength without all BS talis, but it's usually a risk worth taking.
