Scenarios pop only on low-level characters

I noticed that scenarios pop only for my characters that are below level 6. Before that I get a sc pop every few minutes. After I'm lucky to get 1 sc in an hour. My lvl 12 borc hasn't had a single sc in 2 days while being constantly queued. I play at approximately the same time every day. Anyone else has this problem or knows how to fix it?

I haven't played T1 in a loooooong time but it might have something to do with them combining T2/T3 and the fact that lvl 12 used to be T2? Maybe they are still working out the kinks.

Tier 1 scenario are for ranks 1 to 11.
The pop-up frequency depends entirely on numbers of players queueing for them.

Is it off-hours for Europe? Low pop usually.
Is everyone too busy in Warband fighting? No one queues.

they definitely work, it's just noone really queues

deci armour is easy to get and the weps get replaced quickly

T1 Scenarios pop a LOT for me.. 1-11... After that they are SLOW.

Quite slow 12-15 ish, that bracket seems to not queue up too much. But T2/T3 pops are zero.. Prime Time (NA) Saturday, I waited 2.5 hours for a pop.. (not kidding)
