Randomly Unable to Loot while Grouped

Randomly, I am unable to loot while grouped. I tested with a friend while using Discord to chat. Once it starts, I continue to be unable to loot until I change something (loot options, regroup, etc.). It always starts happening again.

If I change the loot options to round robin, then back to free for all, it starts working again for a little while. After a short amount of time (seems a random amount of time), I can't loot anything. The rolls for items continue to work. We also tried just setting it to round robin all the time, but after a short amount of time it happens again.

I tried disabling all my addons to see if that was the issue. It didn't make a difference.

This is happening with any of the characters on my account I have played lately. It might be happening to all of them, but I haven't tested them all.
