Why bother tying it to the RR system at all , if they are THAT necessary for the sake of the game. Just give em to everybody free of charge and then balance around the fact that everyone has it (or like in ur case tie specific archetypes to specific abilities that you may or may not put on set's), instead of playing the guess game where you don't know what ur up against. In my ideal world, either everyone has it or no one . It makes it a heck easier to balance and actually even's out the playing field without making RR useless as you still can allocate stats.
That said we already saw what impact some rr effects/abilities had on live and in general i am more of the opinion that the world is better without em.
