Ok.

Lets try this.
1- Shut down your torrent client.
2- Move the WAr folder in another location.
3- You may be able to unlock folder after this, and it may solve your issue.

torrent is always off, i use it only ocasionally like for warhammer, moved a folder yesterday and downloaded game files from Tiggo too. "read only" is grey, i can unlock but when i look again its still read only grey

Looking at the error, my guess would be related to .net framework error. Either missing .net packages or possible corrupt.

Try updating latest Windows updates from the update service, or try downloading the .net framework packages from Microsoft site and install/repair them.

A long shot: Try right clicking the data.myp file > properties > uncheck "read only" > OK.

Sorry for barging in, had a similar issue at work, maybe the solution i found at StackOverflow help here too (@Mod: is it allowed to put external links to sites like these too?)

Click Start -> Run, type services.msc and press enter. It will open service manager. Check if service named Remote Procedure Call (RPC) is enabled and running, as well as TCP/IP NetBIOS Helper.

Sites from credible sources as guides are fine.

I did come across what you mentioned already but I would be very surprised if that is the cause. I would agree trying it and see if it works.
