problem with new medalion quests

so I did quest 'Secure Black Crag'.
I have taken this quest form keep hero in BC keep. and now it says that I must "report to any Kazad Dammaz 'Ead Basha in Thunder Mountain. Problem is that I can't find that NPC. Can you help me?
To whom I should go and report? where is NPC for this quest?
I was finding this NPC in TM, but nothing.
by the way, Kazad Dammaz is Keep in Kadrin Valley
can anyone help me and explain this?

When TM is active, you can turn in the quest at any BO guard

I was trying and can't, only quest I could turn was quest from TM keep

Same here i can't finish it too, its says TM must be contested to finish that quest now it is contested but i cant finish... there is no Bloodfist Rock Basha where i must finish that quest
