I can record what I refer to, if necessary. If you get punted, you need to wait until you are on the same 'axis' as your opponent before M2 will go off, iirc.
I agree pounce needed the change, but don't think a blanket nerf in this case is warranted.

Hm. I have to land before it goes off. Might have been latencies making it seem like it goes off on the top of the punt arc?

When you punt someone off a cliff, then there is no landing for some seconds. Afaik it was originally meant that you can't jump back before you are on the ground.
