Tier 1 has to be kept split from the other tiers because of the lack of available skills. Most toons get an important skill at level 10 and a game changer at level 20. You can't ask T1 healers to go heal against a T2 or worse T3 keep Lord without having their group heal, and so on and so on.
Tier 2 zones can handle fights up to 200-250 vs 200-250 easily. The issue isn't the three zones but between keyboard and chair. What could be interresting, if not too hard to implement, is to add a portal from the 2nd non warcamp filght master camp (PVE) to the second entry to the RvR zone. If I remember well every side has a 2nd entry to the lake.

Alternatively, create events in the tier 1 thru 3 to prompt people to debolster into them or play characters in them. A fancy cosmetic reward, maybe some medals, or something along those lines.

Aye. Debolster is such a hassle that most people had an alt char for t2/t3.
Also what Colateral said is true. Only the same 9 T4 zones over and over were getting really on your nerves. There are currently no Keeps, No capital city sieges, no instances. So T4 are only the 9 zones.
And when I look at our guild roster and I begin to kick inactive players. Most of them are between lvl 16 and 30. Trapped in the dark zone of midtier loneliness.
Atm we can get them immediately after lvl 16 into the guild warbands or roaming groups and fight in rvr.

Hotfixes added to OP
- T2 and T3 Green seal quest givers are available in each chapter, not only in Empire.
- Medallion drops were changed - it is now possible to obtain conqueror medallions from lowbies.
- Increased renown drop from lowbies.
- Keep doors health was increased to T4 level.
- T2 and T3 siege equipment was disabled. You can sell it

Thx for the hotfix update.
Probably the quest givers should complete both T2 and T3 quests or the issue of jackasses flying from TC to High Pass and crashing open warbands still persists. Or there should be only one quest instead of two.

Another idea: considering how everyone and their grandma is now getting loads of green Seals, how about allowing players to purchase something as exotic as Experience Gain Increaser potions?
There is already the +25% renown gain potion. Would it be possible to have an Exp potion that somehow only increases gains from RvR activities?
Of course, if not, you still would have to work in T2T3 RvR fights to get green seals before you can buy the potion?
Though increasing the exp from T2 and T3 BO/keep captures would serve same purpose I guess.
It's just that Seals keep coming down and I don't know what to do with all of them.

There can be no way to make game fair by bolstering lowbies,they will keep getting crushed and now with the recent changes which makes them drop conqueror its just T4 characters farming tier2 chars.Let me explain:
1)High level skills acquired via skill point
2)Less tactic slot ( for lvl 16 1 slot,lvl 20-30 2...speaks for itself)
3)Bad gear,lack of set bonuses ( beastlord,conqueror and so on )
4)Renown rank points ,think about lvl 50rr player vs our good ol' rr21.Once has access to every gamebreaking renown skills like Resolute Defence,Cleansing Wind,Quick Escape and so on and so on
To make the rvr active again we are getting a very low quality rvr action mostly like desperate lowbies running around to get a kill and slaughtered with really UNFAIR setup of things.
The stat boost we get from bolster by all means can not be a match for extra tactic slots and all.
Either debolster whole zones or seperate the tier 4.System is faulty from start,if you build on this the pvp will be unbreable until getting lvl 40.

And yes Tion is essentially speaking the truth. No amount of bolster will help a lvl 20 fight a rr50-60 player. As much as I love the t2 and t3 zones, I think the only way to make it work is to separate t4 again. And make it so only lvl 40 players can go there. T2 and t3 would be from 16-39.

It isn't that bad, besides, the worst thing I think is the lack of tactics and certain abilities, which I believe can be changed, say you get 2nd tactic at 16, 3rd at 21 and 4th at 31. Some vital key abilities could also probably be made available sooner, or gain of mastery points switched to earlier gains.
Just first 4 days behind us, I have all faith that more stuff will be tweaked to make it less painful T4 experience for lowbies.
