People that turn in supplies repeatedly tend to have a bad time. It's not hard to figure out that's a bug and it SHOULD NOT be exploited simply because you can.

for me it happened today for the first time
after delivering the resource I found myself again with the blue light
I handed it another 2 times and see that it gave me xp and renow
