Last Name criteria

Is there a minimum level to add a last name?

I am level 3 and I tried tonight and when I press accept nothing happened.

*I re logged, tried again, no success
**I did have the gold requirement
***last name "Lee"

20lvl is needed as i remember

Yes, your character has to be at least rank 20.
A error message is displayed in the system chat, which you might have filtered out.

Also costs 5 Gold.
No spaces in between, no non letters.
