gold bags from RVR are missing important items

I've received a gold bag from the t3 rvr zone High Pass/ Talebacland. However, when I open it, there isn't a subjugator item inside it (only medals/ loam/ vial/ some money). It seems others ive spoken to also are having this problem since the 1-12-2017 patch that was recently implemented.
