Is there any patch notes confirming this or providing any explanation?

Would kinda explain how BWs "seem" (not recording all the time so I lack hard evidence now) to be able to hit even with BB through my WE anti-Disrupt 100% Elixir.
Is it related to the WOP/BB tactic at all or the base DoT itself is now somehow undefendable once it lands?
