Mastery Skills effectiveness question

Hey folks,

I will keep this concise, hopefully someone knows:

Does a Shaman's "Path of Mork" mastery skills get more effective only by points spent in the 1-15 bar (http://waronlinebuilder.org/#career=sha ... ;;;0:0:0:0:) or by ALL points assigned in the tree, including unlocked abilities and tactics (http://waronlinebuilder.org/#career=sha ... ;;;0:0:0:0:)?

The more points you spend in the tree, the better the abilities become.

abilities @40 wo specpoints in the tree are rank 25 and can be increased by spec 1-15 points. 1 point = 1 rank
