Because we think it's not appropriate.

And you tink that lvl 16 ppl with 8 skills on skill bar, 50% mount, no major skills (KDs,silence, heal debuff...), with 1 or 2 tactic (and not even good ones) are fighting ppl with full conq all skills all tactic w/o possibility of geting that same gear ppl that are pwning them are using is appropriate ?

Indeed we do. Why should a low level skip all progression?

And besides low levels are bolstered so that they can fight quite well against 40.

Well 5 days ago just got 3 new members in Pwn stars from rl after 2 months of trying to convince them that is ok to be cannon meat from 16-40 cos you can get end game gear so its worth time invested ( they where concerned about fighting lvl 40 rr 80 ppl in rvr as noobs in game and lvls) , cos we are all 30+ years old with limited time we can play... and now we need new game

The conq crest supply is now off the roofs. What previously took a few days now only takes a few hours.
Heck, I made like 70 crests yesterday in Talabec in a couple of hours which previously took me like a week. And you know me, I EXTREMELY LOW SKILLED, aka "11112211" or "no-so-bright-skillzard" - so no last hits here and very little luck.

On the more serious note tho, I'd watch the crest gain rates. Unless of course I had a new after-conqueror set of gear ready to be deployed relatively soon.

This. The most efficient way to farm conq right now is running between BOs just so you can earn contribution towards each BO, you don't even need to kill anyone; few aoe hits on the zerg are sufficient and, also, you don't even need to fight directly on the BOs to get a tick because the BO contribution proximity range is very forgiving.

Once you've "contributed" to each BO you can just carry on with roaming or scenarios or even afk, whatever. All you have to do is refresh your contribution after receiving a reward, so keep an eye on your chat and that's it.

I must've got more medals yesterday than in a two week period before the changes. I advise anyone to farm the BOs ASAP because this is bound to get nerfed sooner or later.

Low levels do progress. If you play RVR you will still get all gear from lower tiers as you level up. You will still equipt all pvp sets. Level 20 cant equipt Conq. There is you progression...

This is about you not allowing players to get few BiS parts, before they reach high enough level. Actaully players could be allready wearing that gear. But no!! they need to pump few more levels and few more RR levels before they get to even get it. And I dont understant what are we achieving with that.

This will couse players to be weak and undergeard as they reach 40. As players come closer and closer to level 40, ther bonus stats from debolster get smaler and smaler. As players aproach level 40 they need strong gear to compesate for the stat loss. Now guys that hit 40 will have crap gear and will be easy kill for debolsterd and full BiS players.

Another problem we have with this system is that there isnt really any reason for <40 to play RvR at all untill 40/41. Allmost all gear before BiS can be traded for few Conq Medals and you are done with RvR items untill 40/41.

It is skipping progression if a say level 30 character already has full conq in their bags, there is close to no need then at all to even look at annihilator. This IS skipping progression.

Also the part about being weak, if you manage to get annihilator (which drops at a lower level then conq) there is not that big of a difference in stats, we dont have the same powercreep as live did.

Are u aware how many gold bags do u need to open untill u get full conq?and genesis?how many duplicates u get?
Nobody is talking about full gear.... it is just hope of geting one peace or 2 to get u started... but nwm... gl with the game and happy zerging
