Black Window

I just reinstalled game on new computer but when i launch game it just opens a Black windows that does nothing. Now even music plays. After a while when i try to click on window it just shows that aplication is not responding.
I run game as admin and have allowed it in firewall.
System Specs:
CPU: Intelcore I5 3210M
GPU: Intel HD Graphics 4000
Amd Radeon ND 7500M/7600M
RAM: 8gb

I managed to run game just fine with computer with half the specs.
Are the Graphic cards the problem?

direct x drivers from back in the day required

dl this, unzip and run the setup. let it complete and try the game again
