NPCs don't talk or offer quests.

NPCs, questgivers in particular do not offer quests.

I've restarted the client. I'm going to try re downloading. I would really appreciate help.

It's a temp minor issue on server side. There's nothing wrong with your client, so you don't need to download it again.

It'll be fixed.
