In regards to the t4 zones, well it depends. A lot of the time t2/t3 are the only zones open for hours, so you may be logging on at times where t4 is currently active.

Bags from zone battles have gear appropriate for your level.
Chapter camp merchants have basic green gear through T2 and T3.
Auction house is usually pretty well stocked.
PvE has plenty of gear available.

Influence gear seems to be what you're referring to, which yeah, you're only going to see low level influence gear in low level zones. But that's one aspect and you seem to be ignoring all of the other ways to get gear.

i understand that but why give them the chance to gank lower lvl players? why would anyone lvl 16 play in t2 if they have to fight a unfair fight v lvl 40 players? it makes zero sense! Why would i want to fight in t4 at rank 16? i dont gain any items i can use to better myself. i need t2 and t3 before t4!

Would you prefer roaming around in t2/t3 spending 30 minutes trying to find someone (let alone attempt to lock a zone)? These ghosttowns are what necessitated such an overhaul to the RvR system in the first place.

You can easily get T2 and T3 PvP gear by converting Officers and even Conq medallions into Scout and Soldier ones.

You say i am ignoring other ways to get gear, ORVR gear is better than pve inf gear. I want to ORVR.

Lets talk about PVE then shall we? You want people to have other options other than being free fodder in orvr t2+?? then why in the hell does every person you invite to group reduce the exp by 50%? That literally encourages no one to group and pve. People go to PQ's and steal xp off others who can easy handle the mobs they are pulling because they get single player xp. encouraging players to leech is not a great way to go about running a game IMO

This is the opposite of how you can have a conversation with staff here.

Aside from influence gear the bags from flips drop level appropriate gear regardless of what tier your in. Not sure why you would care about inf gear since you will level out before your can acquire most t2 and t3 inf gear anyway.

How am i trolling? i am asking questions as to why in ORVR i am forced to fight maxed out players instead of people who i have a chance of killing without spending gold on min maxing a lvl 16 char. its a pretty valid question to ask
