Then I deleted the character, but I could not create a new one with the nickname Leu

This would be the lowest of priorities as far as something we care about, if we cared about it. Which we don't. The block was implemented so people didn't corrupt their character, which was happening frequently in cases like this.

The next server restart will happen friday night (EU time) - You can create a new character on Saturday.
