Even with max offensive stacks, you have to stand still for a second to get the "instant" Balance Essence off, it essentially makes it a one second stationary cast. Plus, you have to make sure you find a DPS target that won't disrupt your lifetaps.
If you need to heal on the move, you can use Healing Energy and if you want stationary and high healing output, you could just use Boon of Hysh.
It doesn't seem like there's a lot of value in trying to manage their mechanic, which is kinda disappointing from a gameplay perspective.

Pretty much. Shamans do the exact same thing and it's really annoying. For some reason Shamans are also a gorillion times tougher and harder to kill than AM too. I like my high elfs but I legitimately sigh every time I see an AM in scenarios and think "rp or wp would be better". I don't play AM though so I don't know what could be done about it.

Balance Essence is useless for healspec because it requires high intel to deal damage in order to return an average amount of healing.
Basically you should only use mechanic for faster cast silence or ranged knockback. Both still work bad because of bugged instant casts.

Yes it broke when ab.ex code was removed (at least to my experience)
