Not receiving renown

When my character gets to 99% renown I stop receiving renown in tier 1 dwarf rvr. I have tried leaving area, logging out but still only get inf and xp. If I go to another open pairing I get renown.

Maximum Renown Rank is double your XP Rank.
Maybe that is the cause.

In T1 I have seen this before. Don't worry you're still getting renown, it just isn't displaying in the ticks or kills. If you are capped at 2x your level, once you gain enough experience to level up you will see the renown has been advancing properly, and you may be half way through the next renown level already.
