Moral debuffs stack with skill debuffs. Same type healdebuff don't stack. Tactics and skills stack.
All procs on gear are considered as skills.

I mean there are like 3 categories. Ability bonuses that do not stack with other ability bonuses. Morale bonuses that do not stack with other morale bonuses but do stack with ability bonuses. And Unique bonuses that stack with everything.

Tactics are kind of coin tosses on if they are ability or unique bonuses. Almost all morale stat increases are morale bonuses. Most abilities provide ability bonuses, but not all.
