As far as I know the AoE-silence tactic is broken. Does neither deal aoe-dmg, nor silencing. (Ticket on bugtracker)
The Daemon-Spittle debuff is ~800 armor and ~300 corp. But as it is a tactic, it stacks with other skillbased debuffs ;)

You are correct, both Lashing Waves and Swirling Vortex tactics do absolutely nothing.
