[SW/SH] Keen Arrowheads/Da Waaagh Iz Strong Rework

Issue

The only major issue facing both SW and SH currently is their lack of AoE damage making them not viable for WB and large scale RvR situations. This is due to Lileath's Arrow (LA) and Shoot Thru Ya (STY) having a 2s cast time but doing lack luster damage for its cast time (especially compared to BW/Sorc damage). A minor issue facing SW and SH is that their 6 pt Tactic for Path of Skirmisher/Quick Shootin' is completely worthless in all aspects of the game and is never spec'd into.

Solution

My proposed solution for fixing both SW and SH's WB AoE woes and their worthless speccable tactic is to rework Keen Arrowheads/Da Waaagh Iz Strong into: Reduce the cast time of LA/STY from 2s to 1s and reduce its damage by 25%. This will help make SW/SH more WB viable with consistent damage (but not overwhelming) and with the removal of Unshakeable Focus it also does not have the insane push potential w/ Raze that it used to.
