ArchMage "Balance Essence" question

Hi,

I was reading ArchMage RoR builder and patch notes about "Balance essence" skill, if I understood right, the spell is supposed to give a fix heal in addition to the lifetap when reaching level 40.

Problem is, it's not the case for me even after level 40 level up.

What am I missing ?

There is no fixed heal anymore on BE, it just doesn't got changed in builder.

whats the point of penetrating siphon/ waaagh frenzy tactic now then?
could just reverse those spells how they been few months back

There should be some changes to Sham/AM in the next patch.

We are waiting this patch to come yes. Because AM healing have non sense now. You cannot help someone taking hard dmg like RP can do or what we could do before.

I sort of wish they had never touched the AM. I'd grown accustomed to it being terrible on live, where at least it had engi and magus behind it.
