Probably a timezone issue, to be fair.

I mean if you are in T1 I can see how you would get that impression.

Honestly if you are going to play order you need to get out of T1 with as much renown as possible and then once in T2-T3 try to rvr/pq as fast as possible to T4. I would not recommend sc's in T2 as order unless you have friends you can que with.

The Destro melee train in T2-T3 is real.

I love these posts. 'Hey can you fix the most important personal player choice so that people choose what I want them to and not what they want?'

Yeah sure chief, I'll get right on that.

You can pretty much always count on T1 being the opposite of T2+ as people get tired of getting zerged and log their alts.

But pop cannot be controlled by Devs. Hard lockouts based on population percentages are (rightly) viewed as something that would harm the overall pop than help.
Brynnoth Goldenbeard (40/80) (IB) -- Rundin Fireheart (40/50) (RP) -- Ungrinn (40/40) (Engi)-- Bramm Bloodaxe (40/83) (Slayer) and a few Empire characters here or there, maybe even an elf.
