[AM] Funnel Essence bug?

Funnel essence does not work when I use it on other players. You can see it in this gif

I try to heal a dwarf named Fokay and nothing appears in the combat log. Neither does the visual effect appear.

But funnel essence if it works when I use it on me. You can see it in this gif

I have asked other archmages, they work well. What can I do to fix it?
I can´t use Funnel Essence in pve.

both you and healing target have to be flagged for rvr.
you'll find AM asking /rvr in dungeons.
