I can confirm black orcs and black guards can on occasion defend against a rampaged slayer.
idk what causes this, it's fairly rare. But it does happen.

yes and no, since its count as finisher you lose all of you rage and you just get 5 rage per second in combat , if tool tip is right. Pretty huge drawback for a skill which is a nice setup to do dmg in large scale. So that means that you need to slot Power Throught, which is another skill point and drawback cause you lose a tactic slot. which makes you choose between either one of the stat tactics or crit dmg(must be skilled) or increased aoe target cap for standard aoe(must be skilled and have 20% dmg drawback) or cd reduction(must be skilled). Even rampage makes 1v1 easy mode, it really shines in large scale battles situational, but it is not for free. For full rampage duration with power throught, you need a wind up of 15 secs.

Well, its self buff, can be shattered, exhaust your rage, works only against tanks, mdps and has zero impact against rangeds and healers who dont stack parry/block

Rampage allows stupid stuff like a single slayer shutting down an entiere tank wall by putting SL on all of them with 100% succes rate thus preventing them to spam HTL.

-loosing a Medium of 30%parry = 30% dmg more
-You loose 25%
-you can average dmg output +5%
-after 5 sec its 30% dmg output more than not use rampage
50% dmg output in red vs 80% dmg output in red with rampage .
And all CC effect such aoe CD increase and aoe snare are undefeatable.
And this thing is up 2/3 of time or 3/3 with tactic.
Most notaceable effect on orvr des front line.
The more the enemy "invest" the better the 5 pt skill return became. It's a Dirty proportional thing like this.
