How much strikethrough does Int/Str/Ballistic give?
What is the formula for this? Say I have 1200 Intelligence, how often will I be able to successfully hit (lets say) a tank?

The formula is: <their willpower> / <your int> * 7.5% ( plus or minus any other bonuses for either one) for disrupt. At least if both of you are level 40. If your enemy has 600 Willpower, they'd get a base 3.75% chance to disrupt, plus or minus any renown or gear bonuses.

So it doesn't additively reduce the renown parry/dodge/block/disrupts?

Main stats are capped to 1050, and the above formula is correct, you got a base disrupt of minimum 7.5% with maxed defensive stat, plus all your gear/renown/buffs bonuses to avoidance.
So with max willpower (1050) and full deft defender (+18% disrupt), you'll get a mibimum of 25.5% disrupt, a few more with gear bonuses.
For tank it's less, unless they use a shield (block chances on top, then disrupt), then disrupt chances can be pretty high with Hold The Line (+40%).
On a 2H tank/other class wich can pretty much only rely on deft defender renown levels, their base disrupt is around zero against most magic users (then deft defender is the most useful here).
All stats only negate themselves, not added bonuses from gear/renown/buffs ; you negate defensive bonuses from 1 willpower with 1 intelligence, like 1 toughness is ignored with 1 Str, same as 1 initiative with 1 Ballistic skill.

Does the the Strikethrough part of mainstat bonus get Softcapped at 1050 aswel as the damage bonus?

I think yes, you cannot take more than 1050 from a stat regarding active effects (bonuses to damage and strikethrough) ; getting more means you will be more resilient to debuffs of this stat.
But direct strikethrough (by bonus gear and debuffs) is more efficient than pure stat stacking, since it affect the whole avoidance, not only the "base" part of it.
Most of targets, except healers, wont have enough willpower to make a difference, and your intelligence will be overkill anyway (with 800 intel against 120 willpower of a slayer, it's 1.1% base disrupt chance).

No matter how much Int/Str/Ballistic you have, there is no way to bypass deft defender or hold the line other than the actual stat "X Strikethrough" on armor and weapons.
Edit: Well, technically there is also the AM tactic, with 10% strike-through. So only gear(this includes using a 2-handed weapon) and tactics could reduce renown parry/dodge/disrupt/block.
