Its not a nerf at all...Every Exhaust ability do more dmg in furious ( yellow ) 75% +

the detaunt is fine as it is, it exhausts rage + detaunts. Obviously if you have tactic overriding all rage drop cost, then yes, it won't drop rage. Previously, you would need to drop rage + detaunt and then be "safe". Or detaunt + flee to drop rage (lose morale and all AP too). Now you can get both detaunt and rage drom from detaunt, so ability is buffed from what it used to be. However if you feel like not wanting to lose rage but maybe still detaunt, then use Wot Rules to prevent rage drop.
Having armor debuff in mid tree instead of lol-healdebuff would be nice, but thats why I doubt we will ever see it.

If we some how managed to convince the devs to give choppa an armor debuff what amount do you guys think the value debuffed should be?
I don’t think we can’t do 1.5k like Mara or even 800 like bo
Maybe 300~600 at most?

A 120 ini debuff would be more useful I think.
Let's see some number the better explain:
if you have 300 initial your base (with no Futile Strike or gear) chance to be critted are 11%, now with 180 ini your base chance to be critted are 17%.
Now let's see what happens if you have 200 ini:
you base chances to be critted are 15% and with the debuf your ini will become 80 and thus your chances will become 30%. Sound good enough?

Simply reuse old can’t stop da chop armor debuff value .

2/3 tanks on destro side provide armor debuffs, so keeping the healdebuff is better than getting armor debuff. Yeah, heal debuff is fine where it is now. Is Tired Already? that sucks hard. Tired Already? should be replaced by armor/ini debuff.
