Why incorporate 2 Shields sets with Sovereign and Warlord

Is it a mistake or we don't have a new dps set for the Dok dps?? I see only 1 healing set Sovereign, 1 shield set Sovereign and another shield set for Warlord!
(Willpower and %block on the warlord for full offensive bonus).

In order to fix this problem, I personally think the bonus set on the warlord should be on the Sovereign gear! And the Sovereign bonus sets on the Warlord gear.

But maybe it's voluntary! And if a dev can explain the choice to put 2 Shields sets for the late game gear content, could be nice

If you guys find weird inconsistencies with the sets, put it up on the Bugtracker. I'll take a look at them.

There were only 576 items created mostly at the same time, and I know you guys demand perfection. That's why there's probably so few errors, if any besides this one.
