[IB] overprotective + gear proc

The tactic overprotective (first tactic from the left tree) is not proccing subj concussion x and not proccing the sentinel 5piece.
Working as intended?
One says on hit the other says on causing single target damage

Fellow dwarfs let me know if this is working as intended or that this is a bug and then we should report this.

I believe this is working as intended. To my knowledge procs can not proc procs.

This was my understanding of how it works as well.

Overprotective has nothing to do with your gear, hence it should not proc your items/weapons when it hits. Heck it's even in the tooltip of the skill if you need a roleplaying explanation...

Ok, working as intended.

What is the general opinion of this tactic?
I pernonally dont use it.
The damage is too low for me to use a tactic slot, eventhough it has no icd.
